Dallas getting rid of more concrete than recycler can handle

In one of those things you never think about until it's too late, Big City Crushed Concrete, which recycles concrete construction debris from around Dallas, may soon have to stop accepting new material because its current pile is nearing the state limit and the Dallas city council and other communities have repeatedly turned down the owner's requests to open a new site.
The main problem, as owner Mason Brown acknowledges, is the inherent paradox of concrete recycling: You need someone to repurpose the stuff, but it's a noisy, dirty business that's naturally bothersome to any nearby homes or businesses. Brown speculates that excess concrete may start being illegally dumped when he's forced to turn down deliveries.
